His name is Charles Dion McDowell and apart from being notorious for risking his uh, neck for drugs, he is also famous for a neck which would put even a linebacker’s to shame. The photo was posted by Escambia County Sherrif’s office which captured McDowell in Escambia County, Florida. Turns out, McDowell had a lot more admirers than anticipated…
