Justin Bieber was one of the first celebrities to use the new Video On Instagram feature and most observers have agreed that he looks very much stoned in his video post.
The 19-year-old pop superstar posted a video in which his eyes look red and he spends most of the 15 seconds in the clip giggling.
Justin Bieber stares into the camera during his self-shot clip and declares:
“So crazy news, just …”
He then starts giggling out of control while telling his off-camera friends that he wants to keep recording. Bieber then declares:
“Crazy new guys. There’s video on Instagram.”

According to The Inquisitr’sPage Mackinley fans of the superstar were quick to point out his stoned appearance. One Twitter user even unequivocally wrote:
“Justin Bieber was stoned in that IG video.”
